Ms. Elisea Gillera-Gozun

Ms. Elisea Gillera-Gozun has 35 years of service as a community organizer in the urban and rural areas and as a public servant working to sustain the environment She started as Head Executive Assistant and then Assistant Secretary for policy and learning of the Department of Environment and Natural Resources in 1987. Thereafter, she left the government in 1991 and became a consultant to the World Bank, Asian Development Bank, USAID, UNDP, UN Habitat, and other development partners.

Her leadership in World Bank projects yielded tangible results including the establishment of the ECOWATCH program, an innovative public disclosure program of environmental performance of priority industries and the "Brown Fund", the first tripartite funding source for local urban environmental initiatives jointly managed by non-governmental organizations, business, and government. Gozun was also active in the NGO movement serving as President of the Concerned Citizens Against Pollution and Chair of the multi-sectoral Partnership for Clean Air. In 1999, she organized the Earth Day Network in the Philippines. In 2002, Gozun became the first woman to receive the portfolio of the Department of Environment and Natural Resources as its Secretary.

Currently, Gozun serves as the Project Director of the City Development Strategy project of the Cities Alliance and the World Bank. She is also the environmental governance team leader of the ECO-Asia project of the USAID where she is also the head of the secretariat of the Asian Environmental Compliance and Enforcement Network. Gozun holds various posts as Chair of the EDNP and the Earth Council Asia Pacific Philippines, Vice President of the Partnership for Clean Air and the Soltd Waste Management Association of the Philippines, Director of the Philippine Business for the Environment and Member of the National Advisory Board of the WWF-Philippines. In 2007, Gozun received the Champion of the Earth Award from the United Nations Environment Programme.
