Mrs. Angelita Castro Kelly

Mrs. Angelita Castro Kelly is currently the Mission Operations Manager (MOM) for the Earth Observing System (EOS) Project of the National Aeronautics and Space Administration (NASA) at Goddard Space Flight Center (GSFC) in Greenbelt, Maryland. EOS is a multi-billion dollar program consisting of several spacecraft carrying high resolution imaging scientific instruments which will provide systematic global change data over a 15-year period beginning with the Landsat-7 launch in December 1997.

As EOS MOM, Mrs. Kelly is responsible for the development and implementation of mission operations, concepts and requirements for both the space and ground segments of the EOS.

She began her career at the GSFC Information Processing Division where she provided data analysis and ground system testing support for several of the unmanned scientific missions.

Prior to her joining the EOS project, she was part of the team that developed and implemented the Spacelab Data Processing Facility. She also demonstrated diplomatic skill and technical expertise in negotiating requirements and working out interface agreements and mission operations procedures with other NASA centers, ESA (European Space Agency), DLG (German Space Agency), and the National Space Development Agency (NASDA) of Japan.

Mrs. Kelly has received several awards and commendations for outstanding performance including the NASA Exceptional Service Medal and the Manned Flight Awareness Honoree Award.

She has also presented papers at local and international conferences. Her technical publications included a 1987 award-winning paper on the use of expert systems in the SLDPF.

Mrs. Kelly obtained her B.S. in Mathematics and Physics, summa cum laude, from the University of Santo Tomas in 1962.
